pango fails to build — at Version 1

I recently upgraded to Lion (10.7.3) and downloaded XCode 4.3
Then I did:
$ sudo port selfupdate $ sudo port upgrade outdated
Pango fails to build with the complaint that <cairo.h> cannot be found (cairo installed successfully).
I have tried using different compilers (as suggested on the ProblemHotlist page) but they made no difference.

This was not a clean attempt. "sudo port clean pango" and try again.
