error during sudo port upgrade outdated — at Initial Version

Description
I got the following error during upgrade.
ShimMBA:~ DanShim$ sudo port upgrade outdated
Error: Unable to open port: can't set "compiler.blacklist": couldn't determine build number of compiler "gcc-4.2" To report a bug, follow the instructions in the guide:
Then I try to check the version of gcc. It seems fine, I am unsure.

I reinstalled command line tools but it did not help.
