p5.28-net-ssleay and consequently TeX ports don't install on Monterey — at Initial Version

Description
The port p5.28-net-ssleay doesn't install due to " /opt/local/bin/perl5.28 is loading libcrypto in an unsafe way" error and aborts.
Since this port is part of the full TeX installation, the TeX installation fails as well.
