The lack of a binary archive on our servers is not necessarily a bug. We offer no binary archives for any port for darwin 23 on arm64 yet. When there is no binary archive, MacPorts builds from source. If that fails, as it did for you, that may be a bug.
In the other tickets you referenced, the user was using an ancient version of macOS whose built-in git was so old that it could not talk to modern ssl servers. To attempt to work around that, they installed an ssl proxy, but that turned out to cause the problems they had reported, hence those tickets were closed. Your situation is unrelated, since you are using a current version of macOS whose built-in git has no problem talking to modern ssl servers.
Here, this port failed to fetch after downloading 9% of the repository with the error message "fetch-pack: unexpected disconnect while reading sideband packet". Sounds like something that might resolve itself if you try again.
