Description
Upstream http://foolabs.com/xpdf/download.html states:
Xpdf 3.02pl6 was released 2011-mar-21. Because of potential security holes in t1lib, we no longer recommend using it. You can configure Xpdf with "configure --with-t1-library=no". The 3.02pl6 Linux binaries are built without t1lib. There are no updates to the source code or Windows binaries (which never used t1lib).
"configure --with-t1-library=no" should be the default, making t1lib optional.

Resolved in r79059 - t1lib support moved to a variant, notes updated to reflect that xpdf 3.02pl5_1 (w/o t1lib) is xpdf 3.02pl6.
