cannot upgrade clucene, since it's already active - but no obvious way to deactivate

Description
After upgrading to OSX 10.9 and installing the new version of MacPorts for it, I tried to do a selfupdate followed by an upgrade outdated. The process ran into trouble upgrading clucene: it tells me it cannot upgrade it while it is active. When I try to deactivate it, it tells me other projects depend on it. I cannot find a way to find (recursively) all dependents to deactivate, and I would rather not uninstall all dependents in order to upgrade clucene - as I would then have to reinstall them all...
Am I missing something here?

You can safely force-deactivate a port if you’re going to install it again right away.
