apache port doesn't create var/* directories

Description
cannot start apache after installing as the /opt/local/var/log/error_log cannot be opened. should make sure that it exists in the port.

this is the result of darwinports being to keen to remove empty directories...
I'm putting .turd files in for the time being, awaiting a better solution.
