Sadly, I think as a pragmatic matter, assigning this to Jeremy when he's too busy to get to it soon may be a mistake.

We may need a small group of volunteers to get the X and related stuff up to snuff again while he's away.

The Mesa website now advocates "Users of 18.1 are encouraged to migrate to the 18.2 series in order to obtain future fixes". I recommend updating to the latest current version, rather than 18.1.6. The current version is 18.2.1 as of 2018 Sept 30.

Perry, will that be okay with you?

I have made an updated Portfile for mesa 19.2.3; however, from seeing some other issues (#54643, #54638) it seems evident there was a real effort made to keep mesa building as far back as possible and my version would most likely break all of that.

What should I do?
