This all looks OK to me: I can't see the mismatch.

I could repro it at will, but looking into it again today (I had forgotten all about this) it looks like a 314 byte long icecast disfile was blocking the install. I guess port clean wasn't getting rid of that for some reason and its presence as an artifact was hosing things up.
I'll see if that works on other ports that have stubbornly refused to build.
and for what it's worth, compiling from source, with the configure args I found in the Portfile, worked like a charm.
