py39-astropy-healpix fails to install

Description
I'm on Mac OS X Big Sur, v11.2.3, and XCode v12.5. This is having fully uninstalled and cleaned both pip and macports, and then upgrading from py3.6 to py3.9 for astropy.
I've successfully re-installed standards like ipython, numpy, scipy, matplotlib etc., and both py-astropy and py-photutils. I am unable to install py-astropy-healpix. This also prevents me from installing py-reproject, which depends on py-astropy-healpix.
I had previously found in the error log messages like "package 'pip' is not available" or similarly for 'wheel' and then 'setuptools_scm'. Having independently installed py39-pip and py39-wheel py39-setuptools_scm, these messages went away, and i now have a successful installation. So i assume that these are missing dependencies?
