The latest MacPorts 2.10.0 release on GitHub is missing a package for 10.4 Tiger in Assets.
The link https://github.com/macports/macports-base/releases/download/v2.10.0/MacPorts-2.10.0-10.4-Tiger.dmg on the MacPorts website (www.macports.org/install.php#installing) leads to a 404 error on GitHub.
The previous full release, MacPorts 2.9.3, has a package for Tiger in its GitHub entry. There was no mention of dropping support for 10.4 Tiger in any changelogs, so I am sure it is just an oversight.

As far as I know support for 10.4 has not been dropped; you should still be able to selfupdate to it or build it from source as usual. If that's failing let us know.

Is there a problem with creating the 10.4 installer dmg?

This should probably be reopened. Deleting a reference does not fix the issue.
Josh didn't produce installers for Mac OS X 10.4 for MacPorts 2.10.0 beta 1, beta 2, rc 1, nor final.
